Driveway grade and emergency vehicle access matter practically and for insurance. A licensed structural engineer should evaluate the foundation system before you finalize any offer.

Do hillside homes need a geotechnical or soils report, and when?

Not every transaction requires a new report, but anytime there is evidence of soil movement, a history of slides in the area, planned additions or site work, or a visible question about slope stability, a geotechnical report is worth the cost. Portland’s Bureau of Development Services requires geo reports for certain permits in “p” (slide-prone) and “s” (steep slope) overlay zones. It can be. Some standard carriers decline or limit coverage on elevated homes or homes in steep-slope zones. Key factors are slope angle, proximity to a slide-prone overlay, the age and condition of the foundation system, and claims history in the immediate area. Working with a broker who knows Portland hillside properties and running a CLUE report on the property before closing are both worthwhile steps. Insurance questions are worth raising before making an offer, not after.

What are the red flags in a piling or post-and-pier foundation inspection?

Appraisers working elevated homes need comparable sales in similar terrain and construction types, which can be a smaller pool and requires an appraiser familiar with the submarket. Some loan programs (FHA, VA) have additional property condition standards that older elevated foundations may not meet without documented repairs. It is worth discussing the home’s specific foundation condition and any known deferred maintenance with a lender early in the process, well before the appraisal is ordered.

A home in the SW Portland hills sat on the market for 126 days under a previous agent with no sale. The issue was not the house. The issue was that buyers, agents, and lenders were asked to take the foundation on faith rather than understand it.
